STATEMENT ABOUT THE DUMPING OF SOIL INCIDENT BY SKTF AT SITIO CAORASAN, PILI, CAMARINES SUR

I am with the people and residents of Sitio Caorasan, Barangay San Agustin, Pili, Camarines Sur for the harrassment of the Provincial Government headed by Governor Miguel Luis "Migz" R. Villafuerte and his father and 2nd District Representative Luis Raymund "LRay" F. Villafuerte, Jr. by dumping their access roads to give way for the Naga Airport Extension Program.


According to the residents of Sitio Caorasan, the provincial government through the Sagip Kalikasan Task Force (SKTF) dumped a huge amount of soil in their roads early in the morning to prevent them to go out into their residences and starve to be forced to sell or donate their ricelands to the Provincial Government as it is included in the Build, Build, Build Program of the present administration. This incident angered the Municipal Mayor Tomas P. Bongalonta, Jr. and seek the help of 1st District Representative Rolando "Nonoy" G. Andaya, Jr. in resolving the plight of the farmers.

On the other hand, the SKTF team and Congressman Villafuerte claims that they have been harrassed by Representative Andaya for them to go out of Sitio Caorasan.


Bongalonta and Andaya both said that the area claimed by the provincial government as a part of the Naga Airport Extension Program is supposedly to be under the jurisdiction of the Office of the Solicitor General (OSG) and not of the Provincial Government of Camarines Sur. The Villafuerte camp also said that the Local Government Unit of Pili issued a resolution that endorses the project thus there's no reason for Mayor Bongalonta not to cooperate with them.


But as ruled by Judge Vivencio Gregorio Atutubo III, presiding judge of Camarines Sur RTC Branch 32, the provincial government has been banned from entering into the Airport Extension Program since that the OSG has the jurisdiction over it. With that court decision, Governor Villafuerte and the SKTF cannot deal into the DOTR project and instead the farmers and the residents of Sitio Caorasan are free to utilize their lands into their private and usual uses. The community of Sitio Caorasan has been thankful to Congressman Andaya and Mayor Bongalonta.


The incident has also been criticized by both parties as an early means of political campaigning as Representative Andaya and Governor Villafuerte are being predicted to be running as Camarines Sur's governor for the 2019 Senatorial and Local Elections.
